In 1816, he took charge of Java, which the British had taken from the Dutch, as lieutenant-governor.

The Dutch soon reclaimed Java, making Fendall the last British lieutenant-governor of Java. On his return to Kolkata, Fendall was appointed a member of the Supreme Council. He was a senior merchant of the East India Company.
