The Hemant Soren government will launch “Apke Adhikar, Apki Sarkar, Apke Dwar” (your rights, your government at your doorstep) on Tuesday in one of the biggest citizen outreach and public services delivery campaigns in Jharkhand.
The 45-day campaign will begin a day after the statehood day on November 15 and continue simultaneously across all the 4,562 panchayats till December 28, a day before the second anniversary of the Hemant Soren government.
Statehood day marks the birth anniversary of tribal icon Birsa Munda and the carving out of Jharkhand from erstwhile Bihar.
“The aim is to make schemes of the state government more accessible to the public. The objective is to create awareness, redress grievance and focus on service delivery of important state government schemes in 10 key sectoral areas,” said a source in the chief minister’s secretariat.
The key sectoral areas include food supplies and PDS (new ration cards applications, distribution of ration cards, resolution of ration card related errors/corrections, resolve PDS dealer-related complaint/problem and effective implementation of dhoti, saree distribution scheme); pension and social security; MGNREGA (new job card application, priority to migrant workers on job cards, disbursal of insurance cover for workers); rural development (identifying women selling country liquor for embedding them under livelihood projects, public work plan to be accepted, vetted and approved under 15th Finance Commission funds at gram pradhan level, distribution of blankets to the vulnerable); agriculture and animal husbandry; and health (vaccination camps, diagnostic health and eye check-up camps, anaemia and malnutrition check-up camps, enrolment and approval of applications under health insurance coverage and maternal health coverage schemes).
The other important sectors include land and land-related issues, registration of workers from unorganised sectors under e-shram portal and priority to Right to Service Guarantee Act (caste certificate, income certificate, all issues regarding enrolment and benefits receipt of social welfare delivery schemes).
A detailed schedule of the campaign has already been chalked out.
“Between November 16 and December 10 camps will be organised at all panchayats in the presence of MPs, cabinet ministers and MLAs. Between December 1 and 15, all applications received at such camps will be verified, eligibility mapped and approvals made ready. Between December 15 and 28, the focus will be on delivery of services and benefits to be distributed by MLAs, MPs, ministers in respective constituencies and divisional camps. Chief minister will distribute benefits at the divisional camp at Morabadi ground in Ranchi on December 29,” said the senior official.
The district-level camps will be monitored by the chief minister daily.
“Daily district-level reporting of the camps will have to be uploaded on the government portal and app by the deputy commissioners and reports would have to be shared by 8pm with chief secretary and in the email cmojharkhand.monitoringcell@gmail.com. This apart, deputy commissioners and deputy development commissioners would have to review daily status of panchayat camps with proper documentation and case studies, including videos and photographs. Block-level officials have to ensure presence and proper registration of all citizens visiting camps on portal and app,” the official added.
Chief secretary Sukhdev Singh has asked all additional chief secretaries, departmental secretaries, divisional commissioners and deputy commissioners to submit list of projects, which will be inaugurated or whose foundation stones would be laid to the office of the chief minister’s secretariat and cabinet secretariat by December 15 so that they can be incorporated during the Hemant Soren government’s two-year anniversary programme on December 29.
