Builders are carrying out rampant unauthorised construction on government land in Ramnagar and Uliyan areas in Kadma and the authority concerned is turning a blind eye.

The small patches of government land, which are left over in the densely populated Kadma, are being encroached upon by unscrupulous builders who tend to go ahead with business by roping in officials who matter.

At least two such incidents have come to the notice recently.

In one of the cases, a sprawling residential complex of total 30 kathas has been partially built on a government land at Ramnagar.

The case in point, Sapna Complex, has been built on six kathas of rayati land (privately owned land and is generally inherited) and eight kathas of government land has been encroached upon to build a septic tank, parking bay and a sprawling walking area.

The promoter of Sapna Complex, Vijay Sahu, boasted to have encroached the government land with the logic that if government lands can be encraoched for slums why can’t he do it too.

“We have built building blocks for 28 apartments on rayati land. Rest of the facilities like the septic tank, parking lot and walking areas on the premises of the Sapna Complex has been built on government land,” Sahu told The Telegraph.

The promoter who has built phase-II (G+4) of Sapna Complex recently had constructed the phase-I (G+5) too by encroaching upon government land.

“There are 86 slums on the government land in Jamshedpur. Our residential complex also falls in one of these 86 slums,” he tried to justify.

On being asked how could he grab government land by drawing parallels with slumdwellers residing in the 86 unauthorised slums, Sahu had no answer to offer.

A similar grabbing was noticed at Anil Sur Path in Uliyan opposite the house of resident Bimla Sinha.

Even building construction materials were seen dumped in front of the government land. Pits have been dug up for the foundation pillars but no one knows who is getting the work executed.

A local resident has recently sent a letter addressed to Dhalbhu sub-divisional officer and also to Kadma police station, attracting the attention of the police and administration.

The officer-in-charge of Kadma police station, Vinay Kumar, confirmed about getting complaints of illegal constructions on government lands at Anil Sur Path in Uliyan and also on Sapna Complex.

“We have stopped the construction at Anil Sur Path after getting a complaint and set up an inquiry. But we cannot do anything about Sapna Complex as the builder has already built it. Now it is the duty of Jamshedpur Notified Area Committee (JNAC) to do the needful,” Vinay said.

JNAC’s special officer was unavailable for comment but Dhalbhum sub-divisional officer Chandan Kumar, who is also the chairman of JNAC, said he would get the matter probed.

“We will get the Sapna Complex matter inquired and will take necessary action,” said the Dhalbhum SDO.
