Jadavpur University announces list of rules for hostel residents, visitors

The notice, issued by the dean of students, has been circulated to all hostel superintendents and students’ unions. It says a copy has been sent to registrar Snehamanju Basu 'with a kind request to the security section for monitoring the system'

Jadavpur University (JU) has listed rules that students staying in hostels and their visitors have to adhere to.

The rules state:

  • “The boarders of all the hostels shall in no case remain outside... after 10 pm and must take prior permission from the concerned hostel superintendent in case of absence from the hostel as per the existing university rules, which was served to each of the boarders at the time of the admission.”
  • “Hostel gates will remain closed from 10 pm to 6 am and Darwan(s)/ security personnel posted at the gates shall have to maintain the system towards opening and closing of the gates thereof.”
  • “Boarders are also instructed to carry their Hostel Boardership Identity Card with them and must produce the same while asked by the security staff... to ensure the identity of boarder or non-boarder, as the case may be.”
  • “University Hostel / Mess employee residing at the main hostel campus quarters should carry the university identity card to avoid any trouble while entering into / exiting the hostel campus.”

The rules regarding visitors are:

  • “The boarders are allowed to stay with their respective visitor(s) in the Visitors’ room or TV-cum-reception room... only.”
  • “Visitors must carry their ID proof and register their names with address in the Hostel Visitor Entry/Exit register kept at the entrance of the hostel under the custody of the Darwan(s)/Security personnel posted there on.”
  • “Boarders must ensure his or her visitor(s) has/have registered their name in the said Visitor Register before entering into the visitor room or such other room designated for the purpose.”

Basu said: “The concerned section would be intimated.”

A first-year student died after allegedly been ragged at JU Main Hostel on the night of August 9. It emerged after the death that there were no regulations whatsoever in JU’s hostels.

The deceased student was staying at the main hostel as a visitor of Sourav Chowdhury, a former student who was himself staying illegally, a JU official said. Chowdhury is among those arrested in connection with the first-year student’s death.

“We did not have any clue about this (illegal stay of outsiders in hostels) till the death of the student,” a JU official said on Wednesday.

The deceased student’s father had mentioned Chowdhury and a student as instrumental in getting his son space in the hostel. The university administration had no role in it.

“The main hostel has security staff. But no register or visitor book was maintained. The deceased student was not allotted hostel accommodation in the first round of allotment. It emerged after his death that he was staying in the A-2 block as a former student arranged his stay, keeping the hostel superintendent in the dark. We want to bring a change to this flawed system,” said a JU official.
