'Zero FIR' registered against governor C.V. Ananda Bose's nephew for sexual harassment

Complainant has accused Bose of sexual harassment and his nephew of providing logistic support by booking a room in a star hotel in Delhi, where the alleged offence was committed in January 2023

A “zero FIR” has been registered at Hare Street police station against a nephew of governor C.V. Ananda Bose for alleged criminal conspiracy and sexual harassment, based on a complaint lodged by a woman.

The complainant has accused Bose of sexual harassment and his nephew of providing logistic support by booking a room in a star hotel in Delhi, where the alleged offence was committed in January 2023.

Post-registration of the FIR in Calcutta, the case has been transferred to Delhi.

The woman, however, told The Telegraph on Sunday that she did not want to pursue the case and she had informed the Kolkata Police commissioner in writing about it a few days ago.

“I repeatedly sent messages to (police) commissioner Vineet Goyal many weeks back that I do not want to pursue this matter. And I sent that message to Mr Goyal again three days back. Yet this is being done. I am again letting it be known that I do not want to pursue the governor-related complaint,” the woman told The Telegraph on Sunday afternoon.

A “zero FIR” can be registered at any police station across the country, irrespective of the place of occurrence of the alleged offence.

Once the case is started, it can be transferred to the police station in whose area the offence was allegedly committed.

The woman had lodged the complaint with the chief minster’s office in 2023, based on which Kolkata Police were asked to conduct an inquiry.

The police submitted a report to the office of the home secretary a few weeks ago.

Recently, the police registered an FIR against the governor’s nephew and transferred the case to Delhi.

Police commissioner Goyal did not respond to questions from this newspaper, texted to him, on the drawing of the “zero FIR” against the governor’s relative and the subsequent transfer of the case to the Delhi police. Nor did he respond to the woman’s question on why the police had turned her complaint into an FIR even after she had said she did not want to pursue the case.

Criminal lawyer Sk. Salim Rahman said in case of “non-compoundable” offences such as murder, rape or attempt to murder, the investigating agency can continue with the probe even if the complainant wants to withdraw the complaint.

The agency, he said, does not need the complainant’s consent to carry on with the investigation.

This newspaper sent text messages to the governor seeking his reaction to the FIR. A response from the email ID of the governor reads: “Your mail is received and is being examined.”
