The internal complaints committee (ICC) of Jadavpur University has barred a postgraduate student, whose name came up in connection with a complaint of harassment leading to the death of an undergraduate student, from attending classes and taking further admission in any JU course.
The committee said he can write examinations under surveillance.
The undergraduate student committed suicide at her home in Jalpaiguri on January 18 and her parents accused two young men of harassment in their complaint sent to the university. One of them was the postgraduate student who has now been penalised.
The other accused, a PhD scholar who is an assistant professor in a reputable Delhi college and does not come to the campus regularly, has been barred from entering the JU campus by the ICC.
In early February, JU registrar Snehamanju Basu asked the committee to probe the parents’ allegations.
The report and the recommendations of the committee were tabled at the university’s executive council meeting last Friday. The council accepted the recommendations, said a JU official.
Manojit Mandal, a member of the council, said the committee’s report states: “The postgraduate student cannot attend classes. He can’t take any further admissions in any course in the university. He can only write examinations under surveillance.”
“The other accused has been barred from entering the campus,” Mandal said.
The parents mentioned in their letter of complaint, addressed to pro-vice-chancellor Amitava Datta, that their daughter had told them in early January that the postgraduate student and the PhD scholar used to torture her mentally, officials said.
The parents had also lodged a complaint with Mal police station in Jalpaiguri district.
A JU official said that after taking depositions from several witnesses and the respondents, the panel concluded that the student was harassed.
Since the deceased student was differently abled, the final report of the panel will be sent to the State Commissioner for Persons with Disabilities.
“One of the accused is also differently abled. The report will also be sent to the West Bengal Human Rights Commission,” the official said.
JU registrar Basu said: “A notice will be issued once the resolutions of the council meeting are drawn.”
