The sub-divisional administration of Siliguri has taken steps to implement the strict guidelines set by the National Green Tribunal (NGT) to reduce pollution in the Mahananda River during the upcoming festivals of Diwali, Kali Puja, and Chhath Puja.

The river flows through the middle of Siliguri. Earlier, petitions were filed by environmentalists with the NGT over the rise in pollution levels in the river. Based on the petition, the NGT had passed a specific order, instructing the administration and some local bodies to take appropriate steps to check pollution in the river.

"At a recent meeting with the Kali Puja and Chhath Puja organisers convened by the Siliguri Municipal Corporation, we have mentioned that they have to adhere to the guidelines of the NGT,” said an administrative official.

According to sources, it has been mentioned that no temporary or permanent structure will be allowed to be built in the river during the Chhath Puja.

“This will also be applicable for building any bridge or bamboo-made structures across the river. Devotees will be allowed to get into the river only for worshipping. Loudhailers will only be allowed according to the norms of the state pollution control board and all puja paraphernalia have to be disposed of in the designated space without polluting the river or waterbodies,” said a source.

This year, the administration has identified around a 15-metre area of the Mahananda between two bridges as a “sinking zone”. It will be cordoned off so that nobody gets into the spot.

Siliguri mayor Gautam Deb said: “We have identified different spots along the river bank within the civic area and in areas under the Siliguri Jalpaiguri Development Authority (SJDA) where devotees will perform Chhath Puja. We are making preparations with the SJDA according to the guidelines of the NGT and concerned departments."

The civic board has engaged 45 workers from its conservancy department for prompt cleaning of the riverbank.

“Around 45,000 sandbags will be placed in respective areas so that the devotees can easily walk into the river. Also, 15 earth movers will be engaged in different places for collection and disposal of garbage,” said a source in the SMC.
