Kolkata Police have registered an FIR against three Raj Bhavan staffers for “wrongful restraint” of the junior staff member who had brought charges of physical harassment against governor C.V. Ananda Bose on May 2.

Sources in the police said the case has been initiated against an officer on special duty, a woman staffer in pantry and a peon. The FIR was registered at Hare Street police station on Thursday.

The woman who complained against the governor told this newspaper late on Friday that she had recorded her statement before the magistrate under Section 164 of the CrPC late in the evening.

Text messages sent by this newspaper to Kolkata Police commissioner Vineet Goyal seeking details of the case did not yield any response till late on Friday.

A text message to governor Bose and emails to his official mail ID and that of his secretary seeking a reaction to the police’s decision to register the FIR did not yield any response till late on Friday.

Although allegations have been made against the governor, no formal charges have been drawn against Bose because of the constitutional immunity of his chair, the police said. But Raj Bhavan staffers do not enjoy any such immunity, the police said.

Police sources said the FIR was drawn based on a report submitted by a special enquiry team to the Kolkata Police commissioner last Saturday. The report is yet to be forwarded to the state home department, the sources said.

Following the submission of the enquiry report, the top brass at Lalbazar held a meeting and decided, based on the statements of the complainant and at least one eyewitness, that the complaint has enough material to start a case of “wrongful restraint”.

Police sources said the findings of a preliminary investigation suggest that an officer on special duty, a woman staffer in the pantry and a chaprasi (peon) had restrained the complainant inside the EPABX room and locked the door from inside.

They allegedly asked her to “keep quiet” and prevented her from leaving the building minutes after she had stepped out of the governor’s room on May 2.

The 29-year-old woman has reportedly told the police that the governor had made advances towards her on April 24 and again on May 2.

This newspaper had reported on May 7 that these three staffers had allegedly physically restrained the woman from going out of the building, snatched her phone when she was about to call her mother and took her bag so she could not leave the Raj Bhavan premises.

The phone was said to have been returned to her when she started screaming. The bag was returned to her later in the evening.

Kolkata Police had last Friday forwarded to the office of the state home secretary a report of an enquiry into another complaint of physical harassment against the governor.
