Molestation allegations: Raj Bhavan footage shows staff crying, says cop

City police have procured CCTV footage of places inside the Raj Bhavan and at least one of them shows a young woman crying, one of the officers who has seen the footage said.

The police had requisitioned the footage from the Raj Bhavan following a young staffer’s complaint that she was sexually harassed twice by governor C.V. Ananda Bose.

After Bose refused to share the footage with the police citing the governor’s constitutional immunity, the city police obtained it from the public works department (PWD), which is tasked with maintenance of the Raj Bhavan.

The police now have footage from both April 24 and May 2, the two dates mentioned by the alleged victim.

A senior police officer said that in the May 2 footage, the woman is seen coming down a staircase inside the Raj Bhavan crying.

“Around 5.18pm on May 2, the complainant is seen coming down the staircase crying. Some other staff members are also seen behind her in the footage. We have taken screenshots and sent them to the Raj Bhavan seeking their identities,” the officer said.

The police said the woman can be seen entering the room of a special secretary on the ground floor after coming down the stairs. “We have learned the woman was crying and shaking in the special secretary’s room. There was a doctor in that room who massaged her palms to calm her down,” said an officer who is part of the enquiry team.

At 5.33pm, the woman is seen walking towards the police outpost outside the main building, the police said.

The police had summoned three people from the Raj Bhavan on Friday — the doctor, an officer of the rank of secretary, and a staff member — but none of them turned up, officers said.

A senior officer said the May 2 footage shows the “subsequent conduct” following an incident that does not happen on other days. “For example, the woman could be walking down the stairs every day. But that day she was crying. This means something different must have happened that day,” the officer said.

The police have procured footage from April 24 as well. There is no camera on the first floor where she was allegedly harassed on April 24 and May 2.

“Footage of the areas that we have from April 24 has nothing suspicious,” an officer said.

According to the woman’s complaint, she went to the governor’s office around 12.45pm on April 24 where he allegedly touched her inappropriately. The woman said she managed to come out of the room after that.

Unlike May 2, she didn’t immediately climb down the stairs but went to the washroom, she has told the police.

“She told us that she went to the washroom on the first floor and was there for around half an hour. She said she spoke to her mother over the phone. She calmed down in this process,” said an officer.

Sources said the police had checked the woman’s call details record and found that she indeed spoke to her mother for a fairly long period at that time.

The almost eight-hour footage was formally seized on Thursday night, hours after the Raj Bhavan showed select footage to a gathering of ordinary citizens from two cameras, one of which exposed the identity of the woman.

In one of the clips, the woman could be seen walking briskly to the police outpost followed by at least one Raj Bhavan staff member. The footage of the staircase where the police said the woman was seen crying was not shown on Thursday.

There was no response to a text message sent to Bose or emails sent to the official ID of the governor or his secretary.

The police said they had formally seized the footage with certification by the PWD under Section 65B of the Indian Evidence Act.

Trinamool Congress national general secretary Abhishek Banerjee said on Friday: “Why is the governor so scared? The CCTV footage shown by him... like a drama, disrespects the complainant even further. A video showing a woman crying after her molestation and walking to the police outpost was publicised.

“Show the video of the corridors... when she left his chamber. If he has the courage, he should release that video. Show that to reporters of your choice at the Raj Bhavan. Just because there can be no legal action against him, he will do whatever he wants? The woman might be younger than his daughter. This is extremely shameless.”

He added: “If there is a complaint against me, I will disclose the entire episode. Only then will the truth come out. He said he won’t allow Trinamool leaders in the Raj Bhavan, but the people of Bengal will not step into the Raj Bhavan premises for as long as he is there.

“He is a kalank on the position of the governor. We have seen his predecessor Jagdeep Dhankhar’s role, too. But molesting a young woman in the name of a job is an extreme low. Why? Because there are no legal provisions to act against him. But he is not above the law and he will leave the post at some point. I feel, if needed, the state should go to the Supreme Court. The law should be the same for all.”

Abhishek was speaking after filing his nomination from the Diamond Harbour Lok Sabha constituency.

“If there is a mistake, ask for forgiveness. Instead, they are insulting the woman further. The NCW hasn’t even approached this woman once even though this happened days ago,” he said.

“The National Commission for Women, the institution, has become the BJP Commission of Women. They have demolished all institutions and want to destroy the Constitution during this election,” he said.
