List of documents for driving licence expanded

The state government has been considering including additional documents as proof of address at the time of applying for driving licence, registering vehicles and applying for commercial permits, said a senior officer of the transport department

Voter card, passport, pension payment order (PPO), trade licence and freedom fighter card issued by the “competent authority” can now be produced as proof of address for registering vehicles, securing driving licence and permits for transport
vehicles.

These documents have been added to an existing list of documents that are used as proof of residence.

“The state government has been considering including additional documents as proof of address at the time of applying for driving licence, registering vehicles and applying for commercial permits,” a senior officer of the transport department said.

“We have now released a revised list to make it easier for applicants.”

A recent order by the transport secretary, Saumitra Mohan, said the revised list was drawn up “for the sake of ease of doing business.”

A copy of the order has been circulated to all the registering authorities and regional transport offices.

In July 2012, the state government had released a list of documents that would be valid for address proof for driving licence and registration of vehicles. The list has not been revised since, officers said.

Some of the documents that list mentioned included:

  • SC/ST certificate
  • Monthly electricity bill
  • Landline telephone bill
  • Aadhaar card
  • Passbook of a nationalised bank
  • Tax receipt issued by amunicipality or municipal corporation
  • Employee ID card issued by central and state governments and its undertakings

Officers said the transport department has been receiving appeals from harried citizens who said the list wasn’t exhaustive and not up to date.

“Some of the applicants, for instance, said they had done away with BSNL landline connections and telephone bills, therefore weren’t available,” said a senior officer.

Some other tweakings have also been made to the list.

Passbooks of those banks that are included in the government receipt portal system (GRIPS), for instance, have been now allowed as proof of address along with those of the nationalised banks.

Documents for domestic gas connection have also been included in the revised list.

“We want to make the process of applying for driving licence, for a permit or even registering vehicles as simple as possible,” the officer said.
