In the issue of The Tablet, a weekly journal published from London, dated August 10, 1895, an article discussed the necessity of a universal language, a first meridian and standards of time. The question of language was settled; it was English. The time standards were discussed in relation to telegraphy.
“It is suggested that in matters of international telegraphy, the same day shall be reckoned all over the globe, and that this shall be according to the computation of London time. For example, on the face of a message sent from New York to Calcutta the hours of despatch and receipt shall record, not the hour at New York and Calcutta respectively, but the corresponding London time…,” the article said.
