Additional NRC draft in public domain today

People whose names will feature in the additional list will be given an opportunity to make claims

The authorities engaged in updating the National Register of Citizens in Assam will publish an additional draft NRC on Wednesday, which will be on public display from 10am.

The list will contain only the names of those persons who figured in the complete draft NRC published on July 30, 2018, but were subsequently found ineligible for inclusion, the NRC authorities said. It will not contain the results of disposal of claims and objections.

The “additional exclusion list” will be available in designated NRC Seva Kendras (NSKs) and the offices of the deputy commissioners, sub-divisional officers (civil) and circle officers. It can also be viewed online by clicking the complete draft NRC section in www.nrcassam.nic.in.

In the online list, the ineligible persons will be highlighted as “excluded in additional list” while the names of the others will remain the same.

NRC authorities said these persons have been found ineligible on account of being doubtful voters, declared foreigners, persons with cases pending in foreigners tribunals and while appearing as witness in hearings held for disposal of claims and objections.

The NRC office asked all local registrars of citizen registration (LRCR) to be present at the NSKs from Tuesday afternoon till Wednesday and make all necessary arrangements to put the list on public display. It has asked the deputy commissioners, who are also district registrars of citizen registration (DRCR), to put in place adequate security arrangements for handling the public.

People whose names will feature in the additional list will be given an opportunity to make claims.

“As such, they need not be disappointed or panic as they still have a chance to get their names included in the final NRC if they are able to prove their eligibility,” said a letter from Prateek Hajela, the state coordinator, NRC, Assam, to the DRCRs of all districts.

“Each person in the additional list will have to be informed through a letter of information about the reasons for his/her inclusion in the additional list, details of the disposing officer before whom the claim has to be filed and hearing held, including the date, time and venue,” the letter said.

The NRC authorities are expecting a huge crowd at the NSKs and have asked the LRCRs to keep all valuables, such as trunks and almirahs containing application form folders, laptops, printers or any NRC-related document in safe custody.

The Dhubri administration has also strengthened security in the district. Deputy commissioner Anant Lal Gyani reviewed the law and order situation in the district on Tuesday in the wake of the publication of additional draft NRC, which was attended by senior officials of the police and administration.

Dhubri additional superintendent of police (headquarters) Nirupam Hazarika said seven companies of central paramilitary forces have been deployed across the district. Police personnel will patrol the district round-the-clock, especially in and around the 120 NSKs, he added.

The NRC authorities have asked the LRCRs to ensure that only one printout of the additional list is taken per NSK and no additional copies are taken even by photocopying to obviate any possibility of the list reaching unauthorised persons.

“The officer concerned will be held personally responsible if any of these lists reach unauthorised hands,” the letter said.

Security has been beefed up in view of the publication of the additional list to prevent any untoward incident.
