Former vice-president and IPL governing council chairman Rajeev Shukla has been dropped from the final electoral roll for the Board of Control for Cricket in India (BCCI)’s annual general meeting on October 23.

Shukla’s ineligibility means that the Uttar Pradesh Cricket Association (UPCA) will also go unrepresented since the rules do not allow for a replacement.

In all, eight units have been barred from participating at the AGM in Mumbai.

Besides the UPCA, the cricket associations of Tamil Nadu, Haryana, Maharashtra, and Manipur along with Indian Railways, Armed Forces/Services and Association of Indian Universities have been ruled “non-compliant” with the BCCI constitution.

Manipur Cricket Association president Rajkumar Imo Singh was their nominated representative, but since he’s an elected Congress MLA in the state, his name was cancelled.

The three government institutions were excluded since their representatives’ nominations were “not from association of former players”.

The final electoral roll has 30 associations, which have been “determined to be compliant by the Supreme Court-appointed Committee of Administrators (CoA)”, electoral officer N. Gopalaswami said in a release.

While the associations of Tamil Nadu, Haryana and Maharashtra were intimated on Wednesday, the others were informed a day later.

Shukla’s tenure as the IPL governing council chairman was taken into consideration by the CoA and that necessitated a cooling off period.

Tamil Nadu, Haryana and Maharashtra are likely to move the Supreme Court against the CoA order. There are already fears among the members that such legal battle could delay the AGM further.

“Things are not looking too good. The CoA’s autocratic attitude will be solely responsible if the AGM is pushed back. They have exceeded their brief and that has led to such a chaotic situation,” a senior BCCI member told The Telegraph.

Former India captains Mohammed Azharuddin and Sourav Ganguly will represent the Hyderabad Cricket Association and Cricket Association of Bengal, respectively.

The filing of nominations will begin on Friday and ends on Monday. Elections are unlikely to take place for any of the five posts with Rajat Sharma and Brijesh Patel the front-runners for the president and secretary’s posts, respectively.

Meanwhile, CEO Rahul Johri will be BCCI’s representative at the International Cricket Council meeting in Dubai, which begins on Saturday.
