The election to the secretary's post in the Board of Control for Cricket in India (BCCI) will not be held during its annual general meeting on September 29.
The notice for the AGM, sent out to the affiliated units on Thursday, does not include the secretary's election in its agenda. This became necessary after incumbent Jay Shah was elected unopposed as chairman of the International Cricket Council last month.
Shah will take charge in his new role on December 1 and can continue as BCCI secretary till November. If Shah decides to continue till then, the BCCI will have another 60 days to elect its new secretary through a special general meeting.
Back in 2016, when Shashank Manohar was elected the ICC chairman unopposed, he resigned as BCCI president days after the nomination process began. He also quit as BCCI’s representative on the ICC board of directors since the new chairman had to be independent and could no longer hold a position with the home board.
The ICC rules are ambiguous in this respect. Rule 3.2 (A) of the Memorandum and Articles of Association state that “the Chairperson (who must be either a current or former Director) shall be elected by the Board of Directors every two years. During his/her term of appointment, the Chairperson is not permitted to hold any office under, or perform any executive or operational duties for any Member or any state, association or member (or similar) of any Member.”
The BCCI's 93rd AGM will be held at the Four Seasons Hotel in Bengaluru and will coincide with the inauguration of the National Cricket Academy's High Performance Centre in the city.
The two-page, 18-point agenda includes the appointment of BCCI's representative to the ICC. Shah will be ineligible once he assumes the ICC chair. The Board will have to select a candidate who is familiar with goings-on at ICC meetings.
President Roger Binny could be a likely candidate while IPL chairman Arun Dhumal's selection could also not be ruled out.
The other items on the agenda are election and induction of two representatives of the general body in the IPL's governing council, induction of one representative from the Indian Cricketers' Association in the IPL governing council, adoption of the annual budget, appointment of ombudsman and ethics officer.
