Odisha push for faster property dealings

Revenue dept to deliver land patta, mutation papers, sale deeds and other related documents to buyer's doorstep via India Post

The next time you execute a land or a property deal at the sub-registrar’s office, you will not have to wait long or return there to collect your land documents. The revenue and disaster management department will now on deliver the deed at your doorstep.

The revenue department has resolved on Tuesday that land patta, mutation papers, sale deeds and other related documents will be delivered at buyers’ doorsteps. To implement the plan, they have inked a deal with India Post last week.

The existing practice for a person executing a land or property deal was to visit the sub-registrar’s office to get the land records of rights (RoR) and mutation papers after completing all the formalities. The office usually took a month’s time to generate the RoR and another month to issue the mutation paper.

The resolution that was issued on Wednesday stated that in order to improve the service delivery system, it has been ordered by the government to dispatch the RoR from the tehsil office to the applicant’s home using the postal department’s speed post facility. The applicant will have to pay Rs 80 to get the service.

“For convenience of citizens and for dispatch of RoR through speed post by tehsilders, the government has been pleased to order that such user fee shall be collected by the registering officer at the time of registration of documents,” reads the resolution.

Apart from introducing the document delivery service, the department is also coming up with a plan to provide land patta to the applicants within hours.

According to the plan, a landowner can get land RoR within three working days from the date of application.

This new system will be implemented from January to stop officials and brokers from harassing land buyers. The National Informatics Centre has been assigned the job to update the existing software used to record the data and enable it to send an alert message to the applicant soon after the documents get ready.

“The plans are made to bring transparency in the system and improve the delivery service. While the document delivery through postal service has been implemented from Wednesday, the tight timeframe to ready the document by the sub-registrar’s office will come into place from next year,” said an official of the department.

The move has won the appreciation of the people.

“Paying Rs 80 to get a delivery service is better than visiting a government office on several count. The property deal is always time consuming and tiresome. The new system will definitely improve the service delivery system,” said Pahala resident Pritish Acharya.
