The Joint Committee on Prevention of Illegal Immigrants has requested the Nagaland government to issue a notification on the Register of Indigenous Inhabitants of Nagaland (RIIN) based on the Banuo Commission’s report with 1963 as cut-off year.
It also asked for physical implementation of the Bengal Eastern Frontier Regulation (BEFR), 1873, based on Abhishek Singh committee’s report on inner-line permit (ILP), revocation of 1979 as cut-off year under the BEFR and establishment of foreigners tribunals under The Foreigners’ Act, 1946.
In a memorandum to chief minister Neiphiu Rio on Monday, committee K. Ghokheto Chophy and secretary Tia Longchar asked the government to fulfil the demands by March 15. It said it would be compelled to resort to democratic means of protest to restore “our inherent rights and privileges” if the demands are not met within the period.
The committee lauded Rio for his prompt decision to enumerate indigenous inhabitants under RIIN and for constituting a commission headed by former chief secretary Banuo Z. Jamir in this regard. It said though the commission had completed ground studies in 2019, it had not submitted its final report. It demanded the final notification on the report should be issued by Tuesday.
