The Nagaland government on Tuesday extended the inner-line permit (ILP) to Dimapur district with immediate effect, bringing all 11 districts under the system. Dimapur district was earlier not covered by ILP.

Chief secretary Temjen Toy said in a notification that “in exercise of the powers conferred under Section 2 of the Bengal Eastern Frontier Regulation, 1873, and in the interest of the public, the governor of Nagaland is pleased to extend the ILP to cover the entire district of Dimapur with immediate effect”.

Toy said every non-indigenous person entering Dimapur district will be required to obtain an ILP in the same mode and manner required for entering other such areas of Nagaland and under the same conditions provided in the government notification of May 3 last year. He said every non-indigenous person who settled or entered Dimapur district on or after November 21, 1979, when the area was constituted as “tribal belt”, will be required to obtain an ILP within 90 days.

The notification said every non-indigenous person, who has settled or entered Dimapur district prior to November 21, 1979, and staying continuously, will be exempted along with his/her direct descendants from having an ILP subject to producing evidence in the form of documents like name in electoral roll to the Dimapur deputy commissioner. The deputy commissioner, on the basis of the submitted documents and after holding inquiry, will certify that the person has been staying continuously from before November 21, 1979 and issue a certificate for exemption.

It said the deputy commissioner will set up administrative structures and mechanisms for completing the process in a time-bound manner. Any non-indigenous person passing through Dimapur district to other states on transit and having a valid ticket will not be required to obtain an ILP.
