Mizoram education minister Lalchhandam Ralte tabled the Mizoram Education (Transfer and Posting of School Teachers) (Amendment) Rules, 2020 in the Assembly on Wednesday.

The rule seeks to regulate transfer and posting of teachers in a strict manner.

Under the rule, a minimum tenure was fixed among urban and rural habitation and graded according to degrees of difficulty of posting as schedule-I (not less than six years), schedule-II (not less than five years), schedule-III (not less than four years) and schedule-IV (not less than three years).

A teacher posted in a school under schedule-I category will be considered for transfer to a school located under schedule-II or III or IV categories, as the case may be, according to the necessity as decided by the appropriate authority, after completion of minimum tenure in a schedule-I category school, the rule said.

A teacher posted in a school located under schedule-IV category will be considered for transfer to a school located under schedule-I or II or III after completion of his or her tenure and subject to the availability of a vacant post.

Whereas, a schedule-III category teacher can seek transfer to a school under schedule-I or II after completion of his tenure, a teacher posted in a school under schedule-II can seek transfer to a school under category-I or III or IV when he completed his tenure under schedule-II category.

Those teachers having less than five years before superannuation pension are exempted from the rule.

Shift to panchayati raj

The Mizoram government is mulling to shift to panchayati raj institution from the existing village council system, local administration minister K. Lalrinliana told the Assembly on Wednesday.

Replying to a question by Opposition Congress leader Zodintluanga Ralte, Lalrinliana said the department concerned has evolved a plan in this regard though the state government was yet to take a final decision.

He said the local administration department has formed a drafting committee on the panchayati raj and completed a “concept note”. The state government also sent a team to Sikkim and Tripura to study the panchayati raj institution, he said.

According to the minister, the matter was discussed once at the cabinet meeting and was kept aside for revision after the completion of upcoming village council polls, likely to be held in April. He said the existing village council system has to be restructured.

Road construction: The Mizoram government has spent more than Rs 426.84 core for construction of roads during the current fiscal 2019-2020, chief minister Zoramthanga told the Assembly on Wednesday. He said Rs 160.88 crore was received from the central pool and Rs 265.95 crore from state fund.

Zoramthanga, who is also the PWD minister, said more than Rs 874.63 core has been spent for construction of roads in the state during 2017-2018.
