Assam panchayat member loses post for flouting 2-child policy

Anyone who has more than 2 children cannot be elected or nominated to panchayat and other local bodies’ elections or govt jobs

A member of anchalik panchayat in Barak Valley has lost the post for violating Section 111(2) of the Assam Panchayat Act.

According to an official of the Cachar district administration, a woman member of anchalik panchayat in Bhangarpar gaon panchayat in Salchapra development block under Barkhola Assembly constituency, Nargis Begum’s membership was forfeited for flouting the two-child policy.

The Assam government implemented the two-child policy under which anyone who has more than two children cannot be elected or nominated to panchayat and other local bodies’ elections or government jobs.

Cachar deputy commissioner Laya Madduri ordered an inquiry against her after getting complaint from Ismatara Begum, who fought against her in the last panchayat election.

Madduri ordered an inquiry and found that Nargis Begum delivered her third child on October 2.

Madduri ordered her suspension under section 62(1)(G) of Assam Panchayat (Constitution) (Amendment) Rules, 2018 and 111(2) of Assam Panchayat Act, 1994. Nargiswas not available for comments.

Two members already lost their membership for similar reason last year in Karimganj and Hailakandi districts.
