The Indian Universities Commission was appointed in 1902 to make recommendations for reforms in Indian universities and education. It was headed by Thomas Raleigh. Among its members were Syed Hussain Bilgrami and Justice Gooroodas Banerjee.

The commission visited “Madras, Poona, Bombay, Calcutta, Benares, Allahabad, Lucknow, Lahore” and published its recommendations. It met in Calcutta from March 13 to March 25, and on March 29.

The recommendations included reform of university senates, greater participation of affiliated colleges in senates, and greater monitoring of affiliated institutions by universities. The recommendations tightened control over institutions and at the time of rising nationalist sentiments, drew severe criticism from Indians.
