The underpass complex located under the Mangaldeep traffic island in New Town has been lying underutilised since its construction and the authorities must repurpose it.

This five-headed underpass, which could be one of the largest in the country, is unlikely to reach its full potential given the current and upcoming activities planned in this part of the township. It is also obvious that this underpass was built at a huge cost and requires substantial recurring annual expenses like power and other maintenance.

In view of the above circumstances, Hidco/ NKDA authorities should consider using the complex for some non-polluting tourism-related activities. They may think of inviting interested entrepreneurs to develop one or two wings of the underpass as a marine aquarium comparable or even bigger than those that exist in Singapore or London.

Although Science City houses an aquarium it is not big enough to display diverse species. There is no doubt that a marine aquarium, if built in New Town, would turn into another coveted place of visit for residents of Calcutta and beyond. This aquarium, if built and maintained with private participation, should not require any financial support from Hidco/ NKDA.

Instead, an arrangement for sharing revenues out of visitor tickets can make the maintenance of the underpass financially easier. Above all, adding activities and interests related to the aquarium would make the underpass more useful and increase foot traffic.
