The higher education department will hold a meeting on September 20 with the finance officers of the universities over the introduction of Human Resource Management System (HRMS), which is a mechanism of salary disbursement. The teachers associations across the universities have protested the plan. Under the existing acts of the universities, the vice-chancellor, registrar or finance officer of a university acts as the drawing and disbursement officer (DDO). If the HRMS is introduced, an official of the higher education department will act as the DDO, the teachers said. This, the teachers said, will be an infringement on the university s autonomy.
