The 11 vice-chancellors of state universities appointed by the governor early this month without consulting the education department will not “draw pay and allowance applicable to the vice-chancellor of a state-aided university”, said a department official.
The VCs will be paid salaries on a scale fixed for a professor, in continuation of what they had been getting, the official said.
A letter sent to one of the VCs said: “We would like to inform you as per the legal views obtained, such temporary appointment has been made by the chancellor without consulting the minister-in-charge of the higher education department which is required to be done… I am accordingly directed to inform you that the appointment of vice-chancellor cannot be accepted as a valid appointment and therefore the state government does not accord the financial sanction with regard to pay and allowance for the position of vice-chancellor for the appointed incumbent.”
“I am further directed to communicate to you not to draw pay and allowance applicable to the vice-chancellor of a state-aided university. Any non-compliance will be viewed seriously.”
The official said the step was taken because governor C.V. Ananda Bose, chancellor of the state universities, appointed the VCs without consulting with the department.
A professor draws Rs 2.10 lakh and a VC draws Rs 2.40 lakh a month.
“The decision was taken following a consultation with education minister Bratya Basu,” an official said.
Calls and messages to minister Basu went unanswered.
