Civil society organisations and human rights outfits have written to Jharkhand chief secretary, director-general of police (DGP) and Ranchi senior superintendent of police (SSP) to monitor the Shaurya Jagran Yatra and Dharma Sabha of the Bajrang Dal and Vishwa Hindu Parishad to be held in the state capital on Sunday.

The letter was written by the members of the Jharkhand Janadhikar Mahasabha (a coalition of human rights outfits) and Sajha Manch (an organisation of intellectuals, activists, political and religious leaders of all sects and parties) and handed over to chief secretary Sukhdev Singh, DGP Ajay Kumar Singh and Ranchi SSP Chandan Kumar Sinha.

“As per information on social media, Shaurya Jagran Yatra-Dharma Sabha is being organised by Bajrang Dal/Vishwa Hindu Parishad in Ranchi on October 8. On Facebook page ‘Bhairav Singh Fan Club’ (id – 100084689241399) Bhairav Singh himself is giving religion-specific invitations to people to attend this meeting on the basis of religion,” the letter states.

Hindutva leader Bhairav Singh had earlier been accused by the Mahasabha and other organisations of inciting people against Muslims and Christians at a public meeting at Sukurhutu in Kanke, Ranchi, on July 24 this year. It was alleged that Bhairav was twisting facts about the ongoing violence in Manipur and speaking against Christians and Adivasis with the aim of spreading religious hatred.

“The Bajrang Dal and VHP have a history of making communal speeches in different parts of the country and Jharkhand. In such a situation, the possibility cannot be ruled out that anti-constitutional, inflammatory and communal speeches (hate speech) and slogans may be given in the yatra and meeting,” the letter added.

The letter also draws attention to the FIR that was lodged against Bhairav on August 18 at Kanke police station under various sections of the IPC.

“But unfortunately no action has been taken yet against Bhairav Singh. In such a situation, it is possible that Bhairav Singh will participate in this yatra and meeting and will again give an inflammatory speech,” the letter states.

The letter urges the chief secretary, the DGP and the Ranchi SSP to ensure that no anti-constitutional, inflammatory, communal speeches or slogans are raised in the yatra and meeting.

It also requests the police and administration to ensure that Bhairav does not give speeches in this yatra and meeting under any circumstances.
