Loktantra Bachao Abhiyan demands action on key issues from Hemant Soren government

In a media statement issued on Thursday, the collective reminds the chief minister of 'important promises' and urge for action 'within six months' and strengthen Jharkhandi unity and secularism against the 'BJP-RSS attempts to divide society in name of religion'

The Loktantra Bachao Abhiyan, a collective of right outfits, has called upon the newly-elected Hemant Soren government to fulfill its promises and address burning issues of the state "in accordance with Jharkhandi expectation".

In a media statement issued on Thursday, the collective reminds the chief minister of "important promises" and urge for action "within six months" and strengthen Jharkhandi unity and secularism against the "BJP-RSS attempts to divide society in name of religion".

It calls upon the government to fix the public education and health systems of the state by filling up vacant posts and launching a comprehensive campaign for quality education and health services.

“The Hemant Soren government passed the 1932 Khatiyan-based domicile policy in the Assembly and sent it to the Centre for inclusion in the 9th Schedule of the Constitution. However, during those five years, the anti-Jharkhand domicile and recruitment policies of the erstwhile Raghubar Das government remained in effect. With the government formation, this policy should be repealed and the policy based on the 1932 Khatiyan and the last survey settlement (with special provisions for the landless) should be implemented without waiting for its inclusion in the 9th Schedule,” the statement reminds.

“It should fulfill its announcement on simplifying the process of issuing caste/residential certificates to landless Dalits and displaced persons and to distribute these certificates within six months.” the statement adds.

It also seeks government notification on PESA (Panchayat Extension to Scheduled Areas) Act rules in order to strengthen tribal autonomy.

“A judicial inquiry commission should be constituted against the land grab that took place in violation of the CNT-SPT Act. A time-bound campaign should be launched, as per the electoral promise, to rectify the land scams that occurred in the online land records program, and action should be taken against the culprits.”

The statement also reminds the government of its announcement in the manifesto of repealing Land Acquisition Act (Jharkhand) Amendment 2017 and Land Bank policy both enacted by erstwhile Raghubar Das government.

It also seeks the distribution of pending individual and community forest land claims and the establishment of a displacement and rehabilitation commission.

The statement of the collective cites government data to point out that there are approximately 15,000 undertrial prisoners in the state, the majority of whom are Adivasis, Dalits, backward classes, and Muslims.

“Many of these cases are false. As per the electoral promise made by the JMM, undertrial prisoners who have been in jail for a long time should be released. A high-level judicial inquiry commission should be constituted to free Adivasis, indigenous people and marginalized individuals trapped in false cases.”

It also urges the government to eliminate ground-level corruption by “curbing the contracting system” and establishing an active decentralized grievance redressal system.

It also wants immediate appointments in all state commissions, including the Women's Commission, Human Rights Commission, Information Commission.
