Jharkhand High Court on Friday ordered the chief secretary, welfare secretary and DGP to appear in a case related to investigations pertaining to the rape of a minor in Doranda. The bench of Chief Justice Dr Ravi Ranjan and Justice Sujit Narayan Prasad asked the government to explain why Nirbhaya Funds received from the Centre for rape victims has not been spent by the state exchequer.

The court, hearing a PIL initiated suo motu in April 2013, observed that merely posting posters at Albert Ekka Chowk advertising helpline numbers will not be enough to curb crime.

The government should come out with a vision and extensive awareness programmes are required to be run across the state, the bench observed.

The bench also questioned the efficacy of cameras set up across the capital. The forest department has more sophisticated cameras to track tiger movement and the city has 2 megapixel basic cameras which are not sufficient.

There is no provision of tracking crime in the state and national highways, the judges said.

The court also observed that cameras are only functional in the capital, and the child helpline is functional in six districts only.

The government should harness technology or stay behind, the court said.

The court also said that only 162 police control room vans are available in the state and that too without night-vision devices. The court sought a detailed response in the matter and directed the advocate general to respond.

The case will again be heard on January 17 next year.
