Doorstep plan to mark Hemant Soren’s 3 years

The initiative aims at processing applications related to welfare schemes on the spot so that villagers start receiving benefits at the earliest

The second edition of at your doorstep scheme has been planned to mark three years of the Hemant Soren government from October 12 after succeeding in disposing 99 per cent of complaints in the first edition of the programme launched to mark two years of the JMM-led government.

The government comprising the Congress and the RJD in Jharkhand have planned to relaunch Aapke Adhikar, Aapki Sarkar, Aapke Dwar (your rights, your government, at your door) in two phases — from October 12-22 and from November 1-14 this year.

“The government wants to showcase the success of this outreach programme aimed at taking welfare schemes to the doorstep of beneficiaries as it completes its third year in December this year,” said a source in the chief minister’s secretariat.

Last year, chief minister Soren launched the programme on Statehood Day on November 15 and the government started holding camps for beneficiaries at the panchayat level from the next day.

Jharkhand’s chief secretary Sukhdev Singh has written a letter to all additional chief secretaries, principal secretaries and secretaries of all state government departments, divisional commissioners and deputy commissioners on Tuesday asking to conduct the programme in two phases and ensure that not a single beneficiary is deprived from the government welfare schemes and the camp should be held at all panchayats, especially those panchayats which missed out last year in hosting such camps.

In 2021, out of a total of 35.95 applications, 35.56 lakh applications were processed (almost 99 per cent), the letter said.

“By organising camps at the panchayat level, the public welfare schemes of the state government will be disseminated among the people and maximum benefits of the schemes will be given to the general public in the camp itself,” the letter states.

Under the programme, applications will be received under schemes like Jharkhand State Food Security Scheme for green ration cards, Savitribai Phule Kishori Samridhi Yojana, Chief Minister’s Livestock Development Scheme, Sarvajan Pension Yojana (universal pension scheme), Kisan Credit Card (KCC) and other schemes.

The district administration have been asked to receive and dispose several things, including applications related to Chief Minister Employment Generation Program and ensure granting approval of minimum five schemes in each village under MNREGA, approving plans and starting it against the annual target of the 15th Finance Commission, distribution of dhoti, sarees, lungi and blankets, issuing updated receipt of land revenue and settlement of other land revenue related matters by the financial year 2022-23, registering unorganised labourers in e-shram portal and registration of migrant labourers/families on Shramdhan portal, linking of ration card with Aadhaar under PDS, registration of farmers for procurement of paddy and settlement of problems related to electricity and drinking water.
