The Mohan Charan Majhi government has dropped 5T character and Mo Sarkar components from the annual Performance Appraisal Reports (PAR) and Confidence Character Rolls (CCR) of its employees.
The general administration, in a communique, said: “The government felt that the 5T character and Mo Sarkar components are unnecessary in the annual PAR/CCR of Group A, B and Group C employees of Odisha. It has decided to drop the 5T and Mo Sarkar components from 2024-25.”
It has restored the earlier practice of employee performance appraisal, which was operational before 2019. Earlier, weightage was given to employees’ performance in implementing the 5T components in executing different programmes.
The Naveen Patnaik government had introduced “Mo Sarkar” programme based on the 5-T principle model of governance. The 5Ts that were the guiding principle of Naveen’s government were — Teamwork, Transparency, Technology and Time leading to Transformation.
In the first phase of its implementation, all police stations and District Headquarters Hospitals were covered under the 5Ts model of governance. Later, it brought all the departments under its fold.
However, the Naveen government received flak for these programmes. It had been alleged that the “Third Floor” (chief minister’s) office and Naveen’s blue-eyed boy V.K. Pandian became powerful, and all the departments lost their relevance under the Mo Sarkar form of governance. The BJP, during the election campaign, had promised to do away with the 5T and Mo Sarkar components once it came to power in the state.
“Mohan Charan Majhi government is consciously attempting to erase the legacy of former chief minister Naveen and his father Biju Patnaik. It has rebranded various schemes launched by the Naveen government named after either Biju or Naveen himself. Besides, it has renamed as many as 45 schemes launched by the Naveen Patnaik government,” said a BJD leader.
Even BJD president and former chief minister Naveen Patnaik, in his reaction, said, “They (Mohan Majhi government) said they have presented a game-changing budget. Instead, they have presented only a name-changing budget. As much as 80 per cent of the schemes they have present had already been implemented by our government.”
Political observers believe the new BJP government under Mohan Charan Majhi is making a fresh assessment of the programs and policies of the Naveen government which was in power for 24 years.
