Chaos and protests marked the Bihar Public Service Commission (BPSC) civil services preliminary examination on Friday as candidates alleged paper leak and mismanagement, especially at a specialised, government-run exam centre in the state capital.

The police and the administration had to use mild force to disperse the protesters, and Patna district magistrate Chandrashekhar Singh allegedly slapped a candidate. The BPSC claimed that the examination was conducted smoothly and fairly.

The preliminary exam was organised at 912 centres across the state. Around 3.25 lakh took the test.

A large number of candidates at the Bapu Pariksha Parisar started protesting mid-way through the exam, claiming that the seal of the box used to carry question papers had already been broken when it was brought to the centre.

Many candidates alleged inordinate delay in providing them question papers, while others claimed that they did not get question papers at all before half the time allotted for the exam had elapsed.

The aggrieved candidates walked out carrying the test booklets and OMR answer sheets to protest outside Bapu Pariksha Parisar.

“There were disturbances on every floor. There were no adequate security arrangements or police personnel. This is injustice to us. The BPSC must cancel the exam,” said one of the protesting candidates.

Several other candidates asserted that the packets containing the question papers were already torn when they were brought for distribution, while the rules say that the sealed packets are to be opened before the examinees.

“When we questioned why the packets were open, the invigilators ran away,” a protester said.

DM Singh said: “The problem occurred because one exam hall was supposed to get 288 question papers in a box, but the box that came contained only 192. So, question papers had to be brought from another exam hall. Some candidates objected to this.”

“The exam was conducted smoothly and fairly. We have received no evidence or complaint about paper leaks till now. Some candidates indulged in mischief and misbehaviour,” BPSC chairman Ravi Manubhai Parmar said.
