Congress seal on 25 guarantees, slams PM Modi over 'oppressive' 10-year rule

The Congress Working Committee (CWC) on Tuesday approved the 25 guarantees for a new justice regime to be the main agenda for electioneering, stressing that Prime Minister Narendra Modi’s “oppressive” 10-year rule had tormented every section of the society.

The 25 guarantees for Kisan Nyay, Yuva Nyay, Nari Nyay, Mazdoor Nyay and social justice have been announced by Congress president Mallikarjun Kharge and Rahul Gandhi over the past weeks. The key features include a legal guarantee for MSP (minimum support price) for farmers, Rs 1 lakh every year to poor women, apprenticeship law for diploma holders and graduates with Rs 1 lakh stipend a year, filling 30 lakh vacancies in government and PSUs, right to health for workers and a caste census.

Stressing that the country is fervently demanding a change, Kharge asked the party to ensure the message of 25 guarantees reached every household in towns and villages across the country. He described Modi ki Guarantee as fake, given his track record in fulfilling his promises and asked the voters to ascertain how every promise has been fulfilled in Karnataka and Telangana. He said Modi’s propaganda would meet the same fate as the India Shining campaign of 2004.

The party plans to organise mega events across the country to create hype around its Nyay guarantees over the next month. The first meeting may take place in Hyderabad. The Congress has also worked out a detailed plan to expose Modi’s failures, establishing how his credibility lies in tatters and his new guarantees must not be trusted by the people. “Modi’s promises are all lies. Has he fulfilled the promises made in 2014?” asked Congress general secretary K.C. Venugopal, asserting that the Congress would deliver on every single guarantee.

The party’s general secretary in charge of communications, Jairam Ramesh, started the “failure” series by explaining the agriculture sector scenario. He said: “Of all the various failures of the Modi government, the sheer incompetence and maliciousness of the ministry of agriculture and farmers’ welfare is among the most harmful and self-evident. The eight major failures are: 1. Extortionate GST on agricultural inputs 2. Non-utilisation of ministry funds 3. Failure to double farmer income 4. Inadequate MSP increases & non-implementation of Swaminathan Commission Report 5. Failure to diversify crops 6. Dependence on imports for edible oils 7. Failures on trade policy 8. Rising indebtedness and farmer suicides.”
