Jammu and Kashmir police on Sunday announced cash rewards ranging from Rs 1 lakh to Rs 12.5 lakh for information on terror activities, narcotics trade and trans-border tunnels in an attempt to curb alleged anti-national activities.
“Provide information and intelligence on trans-border tunnels, drones, narcotics, terror activities and terrorists and receive cash rewards,” the police said in a statement.
It said the “general public can share such information with district senior superintendents of police and the identity of the person will be kept secret”.
The highest reward of Rs 12.5 lakh is reserved for information about the presence of militants in a particular place resulting “in successful operation leading to arrest or combat”.
The award in this segment ranges from Rs 2 lakh to Rs 12.5 lakh for three categories (A, B and C) of militants, with A being the most dangerous category, the police order states.
The lowest award of Rs 1 lakh is for information about “persons in masjids or madrassas or schools or colleges who are encouraging, inducing and inciting people to join militant ranks or to pick up guns”.
The award will be offered after the information gets corroborated during investigation or inquiries.
The police said a reward of Rs 5 lakh would be given to the person “who locates the trans-border tunnel used by Anti National Elements (ANEs) to tranship terrorists, explosives and contraband consignments”.
It said Rs 3 lakh would be given to those who spot a drone flying from across the border to drop narcotics or explosive material. The cash reward would be handed over once the information leads to the recovery of the dropped material, the police said.
A similar cash reward would be given to those who give information on persons receiving consignments or transporting arms and ammunition and narcotics from the border or the Line of Control to the hinterland and Punjab.
The police also announced Rs 2 lakh reward for those who can provide information on elements talking to Pakistan-based militant handlers or separatists in jails.
Rs 2 lakh will also be given for inputs about elements who provide information about off-duty security personnel to terrorists.
The police have provided the phone numbers of the SSPs of all 23 sectors of Jammu and Kashmir.
Security forces are long known for rewarding people for information about militant activities but it is perhaps the first time such a detailed list has been issued.
It has led to a fear of Jammu and Kashmir turning into an “informer state”.
“Such incentivisation of intelligence gathering could lead to jail terms or termination of service of innocent men especially in the context of personal rivalries,” a professional who claims to be a victim of state action against him based on alleged wrong information about him told The Telegraph.
He requested not to identify him or his profession for fear of being hounded.
