Over 1 lakh people in Assam have been excluded from the draft National Register of Citizens (NRC) after being found ineligible, taking the total number of people left out above 41 lakh.

The NRC is being updated in Assam and the final version is scheduled for publication on July 31.

The additional draft exclusion list, which was made public on Wednesday morning, contains the names of 102,462 ineligible people.

The initial exclusion list published on July 30 last year had 40 lakh names.

The 1.02 lakh people now excluded after making it to the draft NRC last year have been dropped on three purported grounds: they have been declared foreigners or doubtful voters, or have cases pending at foreigner tribunals.

They were earmarked for exclusion during a verification carried out by the local registrars of citizens’ registration, known as LRCRs.

Clause 4(3) of the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003, empowers the LRCRs to conduct suo motu verifications.

Others were found ineligible when they appeared as witnesses at hearings for the disposal of claims and objections.

Those excluded on Wednesday will get a chance to file claims, which will be heard by a disposing officer from July 5. The dates for the hearings will be available on the NRC website, from June 29.

NRC Assam coordinator Prateek Hajela said in a statement that the excluded people would also be informed individually through letters delivered at their residential addresses, mentioning the reason for the omission.

“All such claims will be disposed of thereafter and results of such persons will be declared in the final NRC on July 31,” the statement added.
