Congress president Mallikarjun Kharge on Wednesday questioned Prime Minister Narendra Modi’s credentials and wondered how some people still supported him.

Launching the campaign to distribute the Congress Ghar-Ghar Guarantee Card with 25 promises to enforce a new regime of justice for farmers, workers, the youth, women and marginalised groups on Wednesday morning in the North-East Delhi constituency, Kharge said: “It is beyond my comprehension how people support leaders who lie. Modi has made false promises; he has not fulfilled any of his promises. We deliver what we promise.”

The Congress aims to reach out to eight crore families across India in its door-to-door guarantee card distribution programme, which was simultaneously launched by Rahul Gandhi in Wayanad on Wednesday where he filed his nomination. Kharge said: “Modi promised two crore jobs every year but didn’t even fill existing vacancies. What happened to his promise of Rs 15 lakh in every account? Check our track record in Karnataka and Telangana. Unlike Modi, we fulfill our guarantees.”

Kharge recalled the 10 years of the Manmohan Singh government when not only promises made in the manifesto were fulfilled but rights-based schemes such as MGNREGA, Food Security Act, Right to Information and Right to Education were introduced. The Congress plans to dig up old videos of Modi’s speeches to buttress its charges of betrayal and failure.

Congress communications chief Jairam Ramesh dismissed Modi’s guarantee, saying: “Call it Modi’s jumla, not guarantee. When Rahul Gandhi first used the word guarantee in the Karnataka election, Modi made fun of him. Now he realises the word guarantee has a strong appeal. But this is a guarantee-versus-jumla election; our guarantees versus Modi’s jumla.”

The 25 guarantees form the core of the Congress poll manifesto which will be released on April 5 in Delhi, followed by a public launch at mega rallies in Jaipur and Hyderabad on April 6 that will be attended by top leaders like Sonia Gandhi, Kharge and Rahul. Cadres have been tasked to distribute the guarantee card in every Lok Sabha constituency as this would be the backbone of the party’s communication strategy.

Pointing out that unemployment had acquired such dimensions that even IIT students were not getting placed, Rahul tweeted on Wednesday: “The Congress has placed a concrete plan for youth in the public domain but the BJP is completely oblivious to this crisis. Modi neither has any policy, nor intention for job creation. He is betraying the youth by getting them entangled in emotional issues.”

Rahul, Kharge and Ramesh are flooding social media with hard facts on every sector to counter the Prime Minister’s assertions.

Leaders in Madhya Pradesh and Rajasthan, where the Congress suffered shock defeats in Assembly elections last December, are fiercely questioning Modi over unmet promises.

While the BJP has abandoned its key promise of Rs 3,000 per month to every woman under the Ladli Behna scheme in Madhya Pradesh, Modi’s promise of a gas cylinder for Rs 450 is also unmet.

Congress veteran and former Rajasthan chief minister Ashok Gehlot has said at public rallies that his government was ousted because Modi rained lies on the people on every issue, from the Udaipur murder to welfare schemes.

On Wednesday, Gehlot said at a public meeting: “I brought splendid welfare schemes, gave (Rs) 25 lakh healthcare insurance for the poor. The world was talking about our work in Rajasthan. But Modi, Shah and other BJP leaders lied so much… they said Muslims got Rs 50 lakh as compensation and Hindus only Rs 5 lakh. The BJP won by raining lies. We lost the election but people fondly recall our government.”
