The telecom regulator, Trai, on Friday released a consultation paper to determine the methodology and pricing for allocating spectrum to satellite companies providing communication services.
The decision will pave the way for satellite-based broadband services from companies such as SpaceX, OneWeb, and Jio Satellite Communications. These services could provide high-speed internet access to remote areas and underserved populations.
While the government plans to allocate spectrum administratively, Trai seeks views on alternative methods. The regulator is asking for suggestions on spectrum assignment for both fixed satellite services (data communication) and mobile satellite services (voice, text, data).
The Department of Telecom has requested Trai to recommend terms and conditions for spectrum assignment, including pricing. It wants a level playing field for satellite-based communication services compared to traditional telecom operators.
Trai has invited comments on 21 points, including spectrum charges, frequency bands, assignment duration, and spectrum surrender provisions. The deadline for comments is October 18, with counter comments to come in by October 25
The regulator said an optimal spectrum pricing policy must consider the unique characteristics of the spectrum used for space-based communication services. Therefore, the pricing exercise for the C, Ku, and Ka bands should be distinct, taking into account the specific characteristics of spectrum utilisation for satellite-based communication services
The consultation comes as India is rapidly expanding its telecom infrastructure and digital connectivity
Earlier this week, Trai chairman A.K. Lahoti said the regulator will expedite the process for satellite spectrum pricing before taking up the issue of regulation for over-the-top apps such as WhatsApp, Telegram, and Google Meet.
