Telecom regulator Trai is set to expedite the pricing process for satellite spectrum before turning its attention to regulating over-the-top (OTT) apps such as WhatsApp, Telegram and Google Meet.
Trai chairman R.C. Lahoti announced on Wednesday that a consultation paper on satellite spectrum pricing would be released soon. He emphasised that the regulation of OTT apps is a separate matter, and the regulator must prioritise spectrum pricing.
Lahoti also indicated that Trai would explore whether OTT apps should be regulated under the Telecommunications Act 2023.
Telecom operators have raised concerns about Trai’s recent recommendation for a new regime that would allow the provision of telecom services using a single authorisation instead of a licence. Lahoti clarified that Trai has only recommended the framework to implement this new regime.
Trai principal adviser S.B. Singh highlighted that the new framework simplifies the rules for service provisioning and reduces costs.
Under the new framework, service providers will need only one authorisation for services, and their compliance will be limited to the service they provide. Trai recommended three broad categories of telecommunication service authorisations on September 18.
The regulator said the government should grant service authorisations under the new Telecommunications Act, 2023, instead of entering into agreements with entities. Additionally, Trai has reduced the entry fee for authorisations.
Lahoti clarified that there is no recommendation on the timeline for service providers to migrate to the new framework. The migration is voluntary, and they can continue to provide services under their existing licences.

Airtel is set to deploy artificial intelligence-enabled technology on its network to combat spam calls and messages, the company’s managing director and CEO Gopal Vittal announced on Wednesday.
The technology will be rolled out on September 26, alerting users to potential spam calls and messages.
