No decision on GST for casinos

Group of Ministers on online gaming decide to refer matter to the legal committee

The Group of Ministers (GoM) on online gaming, casinos and horseracing for the levy of 28 percent GST on Tuesday decided to refer the matter to the legal committee after several court judgments and implications were pointed out.

The issue of which component will be taxed is another issue the GoM is grappling with.

Bengal finance minister Chandrima Bhattacharya told The Telegraph that the GoMwas made aware of several court judgments, including the Supreme Court ruling on online gaming and horse racing.

The GoM decided to refer the matter to the legal committee before taking a call on the issue.

She said the GoM would submit its report on August 10 and would meet physically before that date to finalise its report. Since the report of the GoM has been delayed, the GST Council meeting has now been deferred to the third week of August, she added.

The state finance ministers group is headed by Conrad Sangma, the chief minister of Meghalaya. Officials said the GoM deliberated on the valuation mechanism and expressed the opinion that GST should be levied on Gross GamingRevenue, according to the international best practices and not the overall pool as was recommended earlier.
