Adani shelves Bengal pipeline project

Withdrawal of EoI following objections by H-Energy

Adani Total Private Limited has withdrawn its EoI to build a natural gas pipeline from Haldia to Panitar following objections by H-Energy (Hiranandani Energy) and others.

Adani Total has “withdrawn the said EoI. Accordingly, it has been decided to close the said EoI”, the upstream regulator PNGRB said in a notification. The Telegraph had earlier reported that the EoI was strongly opposed by H-Energy and others.

H-Energy, which has been awarded the Kanai Chatta-Srirampur Pipeline (KSPL) by the PNGRB, said the Adani project would lead to a duplication of infrastructure.

Adani in its EoI had stated that its proposed pipeline would supply gas in places with heavy population such as Calcutta, Howrah and Dum Dum. The end point of the pipeline is Panitar, near the India-Bangladesh border. The pipeline may be connected o the gas grid of Bangladesh.

H-Energy had said that at the time of bidding for the Kanai Chatta-Srirampur pipeline, the regulator had said there was no need for multiple pipelines.

“Considering the view of the board on an earlier occasion that it would be impractical to have multiple pipelines in the same area and would lead to infructous investment and suboptimal utilisation of resources, the same logic should apply to the subject EoI by ATPL.”

The Adani pipeline runs parallel to and even crosses into the tariff zone of the H-Energy pipeline.

H-Energy said the injection point and delivery point of the indicative route of the Adani pipeline — Haldia and Panitar — are close to those of its pipeline Kukrahati and Itinda.
