The city will get smeared with colours on Thursday, inside homes and outside. However, those who do not wish to play or participate in the festival of colours have the right to say NO.

What constitutes an offence during Holi?
- Sprinkling colours on someone who is unwilling to play
- Touching someone in an inappropriate way while playing Holi
- Throwing colours from windows or terraces
Is it all right to throw small balloons filled with coloured water on people during Holi?
No. It is illegal to throw balloons because revellers do not take the consent of those being targeted. Also, throwing balloons at passers-by can result in injuries.
Can I say “No” if someone wants to play Holi with me?
Yes. You have every right to say “No” if you do not want to play Holi. The festival is meant to spread the message of happiness through colours, it does not give the licence to forcibly smear someone with colours.
What to do if someone forcibly tries to play Holi with me or stalks me on bikes?
- Police have said one should immediately call the emergency helpline — 100 — if he or she is harassed.
- Senior officers said “elaborate arrangements” have been made to secure the roads and ensure no one is harassed.
What will happen if I forcibly play Holi with others?
- You may be arrested for disorderly conduct and kept in police lock-up for the rest of the day.
- One can be booked for outrage of modesty following allegations of teasing or molestation.

Is it all right to drink and drive on Holi?
No. The police will undertake special drives to curb drink and reckless driving. The cops will also look out for those riding bikes without helmets. Three riders on a bike will draw the police’s attention.
Will there be public transport or app cabs available?
Buses will be there early in the morning and again from late afternoon. There will be a few metered taxis till afternoon, after which their count will increase.
App cab operators said they would keep their services normal but sources said the number of driver-partners could be lesser than usual. Brace for an excessive surge in fares.
What about Metro Railway?
Metro will run 62 trains, instead of the usual 284. The first trains will leave the terminal stations at 2.30pm and the last trains at 9.55pm. The frequency will be 15 minutes for most of the day.
Will it rain on Holi?
