Kolkata Municipal Corporation to hold civic camps for spot mutations

The Kolkata Municipal Corporation (KMC) has decided to hold camps in different wards throughout the year to address issues related to assessment and mutation of properties.

The idea is to bring these services to the doorsteps of residents, much like the state government’s Duare Sarkar initiative, mayor Firhad Hakim said on Saturday.

“We will hold camps in different wards through the year so people don’t have to run around for papers relating to property,” Hakim said. “A case of simple mutation will be completed on the spot and in case there are some complications, within a week.”

Senior officials said the camps would be readied in a way that all applications for assessment and subsequent mutation can be completed on the spot as far as possible.

“In case of complex mutation cases involving separation of properties or amalgamation, it would earlier take 60 days. We will now complete it within 30 days,” an official said.

Senior officials said complaints had been pouring in from new apartment owners who were struggling to get their assessment and mutation done. These complaints are emanating from city clusters witnessing a real estate boom, such as areas along the EM Bypass, Patuli, Jadavpur, Kasba and Joka.

“Residents have also complained about their properties being been valued erroneously and how they are struggling to get the anomalies rectified,” the official said.

“If people come with their assessment forms to these camps, they will be immediately attended to and the records will be updated online,” Hakim said.

Realtors’ onus

The KMC has decided that assessment notices for a property will now reach realtors, and not the owners who have handed over their land for development. Once the realtor sells off flats that have been constructed on the land and gets them registered in individual names, the KMC will ensure that the assessment and mutation are completed immediately, Hakim said.
