Colleges have largely ignored the University Grants Commission’s advice to set up Research and Development Cells because it has not earmarked funds for the project, prompting the regulator to issue a reminder last week.

The UGC had in March circulated guidelines for the RDCs that are to promote research on campuses by identifying potential collaborators from industry and research organisations, among others, help with project proposals and oversee adherence to timelines.

The RDCs are to mobilise resources from the government and industry, including CSR.

College authorities said they were cash-strapped, one reason being the government reducing funds in recent years.
