On 19 October 2022, Dharmendra Pradhan, the union minister of education, will begin a public consultation on the National Credit Framework (NCrF). The group creating the National Credit Framework for schooling, higher education, and skilling met at a high level under the leadership of Pradhan on 18 October 2022.
The meeting was attended by senior officials from the ministry of education and skill development, including Anita Karwal, secretary for school education, Sanjay Murthy, secretary for higher education, Nirmaljeet Singh Kalsi, chairman of the National Council for Vocational Education and Training (NCVET), and others.

A high-level committee that included representatives from the ministry of skill development, the directorate general of training (DGT), and NCVET, as well as the Central Board of Secondary Education (CBSE), National Council for Educational Research and Training (NCERT), National Institute of Open Schooling (NIOS), and UGC, AICTE, drafted the NCrF.
