The state higher secondary council has asked head examiners to be careful while entering marks on the online portal.
In an advisory to the head examiners, the council said they had to be “cautious” during the tabulation of marks.
The advisory, signed by the council president, says: “It is a must that special care and concentration are applied during the entry of marks. Exact marks have to be entered directly from the answer scripts with caution and without any flaws.”
“The head examiners must submit their report after checking whether the assessment and scrutiny have been properly carried out.”
Marks of hundreds of students increased last year after the review and scrutiny. Some candidates had their marks increased by as much as 15 per cent after the review.
During review, the entire answer script is reassessed, and in scrutiny, the addition of the marks in a paper is checked.
The advisory says: “The flaws that were reported even after the PPR (Post Publication Review) and PPS
(Post Publication Scrutiny)
is bound to raise questions about the sense of responsibility of some of the head examiners.”
“Therefore, keeping in mind the experience of what has happened over the past few years, the future of students and more importantly, the Right to Information Act, 2005, we are requesting the head examiners to follow some of the factors spelt out.”
Council president Chiranjeeb Bhattacharya said: “We have told the head examiners to exercise caution and avoid mistakes.”
A council official said a few students had earlier applied under the RTI Act after being dissatisfied with the review of their answer scripts.
“Rechecks under the RTI produced new results,” he said. “Which means there were lapses at the level of review and scrutiny. This brings disrepute to the council. Seeing the number of RTI applications, the council has asked examiners to be careful during post-publication scrutiny or review.”
Swapan Mandal, general secretary of the Bengal Teachers’ and Employees’ Association, said that if a student is undermarked because of an examiner’s mistake or the head examiner’s oversight, that student faces problem in enrolling in a college.
Admission to colleges and universities starts soon after the publication of HS results.
The council president has written to the examiners: “The examiners cannot escape their responsibilities in the assessment of scripts, tabulation of marks, and entering the marks.”
“This ultimate truth has to be borne in mind — that the image of the council and that of the teachers relies on the sanctity of the examination system and a flawless evaluation system,” the advisory reads.
